Michigan Arson Prevention Committee
MAPC Reward Program Objectives & Guidelines

Objectives:

  • Encourage persons and/or reluctant witnesses with information regarding an arson to report it to "Arson Control" or the investigating authorities.
  • To act as a deterrent to stop or prevent arson.
  • To consider requests for monetary rewards of up to $5,000 to individuals in cases where the reward program was instrumental in gaining important information.
Guidelines:
  • No individual has the right or authority to promise a reward to any person giving information.
  • Requests for rewards may only be submitted by persons authorized to investigate fires. Such requests shall be made on the forms (AC-1) prescribed and furnished by the Michigan Arson Prevention Committee.
  • An informant giving information may do so anonymously.
  • Rewards may be payable to person who furnish information leading to the arrest and/or conviction of a person(s) on arson-related charges. Included are solicitation to commit arson and conspiracy to commit arson even if a fire did not occur.
  • The arrest and/or conviction must be an arson-related crime committed with the geographical boundaries of the State of Michigan.
  • Those ineligible to receive rewards are: law enforcement officials, fire service personnel, insurance industry employees, private investigators contracted to investigate or adjust a fire, participants in the fire and/or related incident, victims of the fire and the immediate families of those listed.
  • The following factors may be considered by the committee in their reward deliberations. (a). Degree of cooperation by the person giving information. (b). Personal risk to the person giving information. (c). Nature of the loss or potential loss (casualties, type of occupancy, severity of fire, etc.) (d). Deterrent effect reward payment might have on the arson problem in the peripheral area of the fire. (e). Other factors at the discretion of the Committee.
  • The Arson Control subcommittee of the Michigan Arson Prevention Committee shall be the final authority on all reward requests.
